These are immature, undeveloped hairs, usually occuring at
puberty, and is generally genetic and hormonal. As you reached puberty, you actually got
more "hairy" and the lower growth tapers off to the fine hairs you see. It's
commonly seen in low hairlines especially with a widow's peak, and you seem to have both.
You may also have some "fuzz" around the "sideburn" areas, too.
Unfortunately, you may have to wait until menopause to see if it goes away ( that's when
the hair moves to the lip :). I don't think it's bad enough to have your hormone levels
checked unless you also have a lot of facial hair and heavy body hair.
Other causes are from pulling the hair back tight in a
ponytail all the time, and another cause is a receeding hairline. Neither apply to you.
You will have to learn to work around it because your only option is electrolysis to raise
your hairline up to the mature hair. And you don't want to do that. That is reserved for
the truly hirsute. You might check with a dermatologist to see if they have any new magic
for you situation. - Ed

far as re-coloring, waiting is only for the scalp to readjust. The hair that has been
colored is not going to get any "healthier" by waiting. You need a professional
to assess the strength of your previously colored hair before recoloring.

have the color correction done professionally. Do Not attempt to do any color correcting
yourself. You don't want to simply lighten it or bleach it--it will get even more
"orange." You want color correction, to try get it as close to your
real color as possible. Even a toner on the colored portion may help. But it all needs to
be done professionally and by a technician that specializes in color

There are some good hair removal creams you could try (even the guys are using it to
remove chest hair). Waxing products will remove it, but the drawback is...you have to wait
for it to grow back some before you can remove it again, and it really hurts. You really
should be thinking about permanent hair removal down the line, and that would be laser
hair removal. Expensive and time-consuming, but eventually well worth it. See also #HR026

as to look dyed. Remember to change your eyebrow pencil color to match your new darker,

Yes, a professional can do that nicely. They may first
pre-treat your hair to make it stronger. Hair never actually falls out. It can "melt
down" and break off. But that usually only happens if hair has been over-bleached
